I find it easier if I set a theme, but don't stick to it completely. It lets me plan out an area better.
I set that one up like a little park with a barbecue overlooking the beach, and slapped in some shops to wall it away from the main road, a some carts to add a little people-clutter.
Then I put the little garden there instead of another building to stop it from feeling claustrophobic, but because it's too small to look like an actual farm, I'm sticking every pot plant I get to make look more like the hobby garden of the owner of the building next to it.

Also plan where you want to put your trees, because then you can plan your buildings and paths around them in a way that looks natural.
