Splatoon 4 has probably not been in development for long enough. Remember, they got the theme for the game from last splatfest, and when did it end, 2024 september or whatever. Basically the theme of "past vs present vs future" (I think past won? could be wrong) wasn't decided until the fest was over, so you could say they haven't had a key ingredient for the game's theme until a very few months now. Raiders will be Splatoon 3.5 it's the one which with they will be testing the waters of Switch 2 to see what they can and can't do for Splatoon 4.
