There's no "arguably" about it, Pagan Min is canonically a better person than both rebel factions and is better for Kyrat, striking a balance between the need for progression while respecting tradition that actually matters

A Pagan Min campaign would have been a slam dunk in Far Cry 4 and Ubisoft completely botched it:

Pagan Min had basically taken control of the country and was establishing schools and infrastructure, generally reforming the country into a functioning country but through violent means

The rebels end up turning the country into either a country where its only exports are drugs and child soldiers, or a theocracy where they reject things like electricity and running water but the theocracy does at least remove women's rights so that's a plus

lonesome road isn't actually "youre the bad guy" its that ulysses says you are to bait out the courier (meta, because its actually the player and RPG quest structure) into bringing EDE to him. He says at the end that he doesn't blame you for the destruction of hopeville like he thought initially, but rather the NCR and the Legion for bringing the war (and thus the Enclave device the courier brought pre-game) which ultimately is what destoryed Hopeville. He sees both the NCR and the Legion as colonizing forces that will amalgamate and destroy the tribes they come across just like the Legion destoryed his tribe the twisted hairs at Dry Wells.

Ulysses whole plan and accusation towards you being da devil is so that the player will bring EDE to him which will allow him to launch the divide's remaining nukes that will destroy the NCR and Legion in the area

Oh it absolutely would, but that's kind of the point. It wouldn't really get us a "game", hence why you're usually railroaded into not doing that by most games. That's why 4 has that, and why Pagan Min (and by extension, the game) mock you for it.

Past 50 years of botched "liberations" by the US have soured people on democracy, even though a lot of what's called democracy is just oligarchy and the people don't actually get a say.
Of course people are going to warm up to strongmen when they bring an aesthetic of "stability", and the good ones can get shit done far faster than most western "democracies".

the actual politics aside, Ajay's father was the leader of the rebels and his mother was Pagan Min's wife as a spy for many years. Ajay's mother told him to take her ashes to somewhere there.
At the beginning of the game Pagan captures you brings you to his mansion and tells you to wait while he takes care of something and you can either escape or stay. The rebels basically emotionally blackmail Ajay into doing all their dirty work.
If you simply stay and wait 10 minutes Pagan comes back and takes Ajay to put his mother's ashes away in a shrine with the ashes of hers and Pagan's baby that died, Ajay's half sister and then says he's gonna show him a good time and the credits roll.

the funniest part is that everyone is better off in the joke ending. the writers proved that the rebels can't govern themselves and a dictator is the most indicated person to take the reins and fix the mess.

It's even worse than that.
Ajay's father, Mohan, the hero of the rebels, murdered the baby Lakshmana, so Ishwari (Ajay's mother) killed Mohan. She then left the country with Ajay.

So yeah, think about that when everyone is telling Ajay he's great and heroic just like his father

>potential rebel leader B wanted prosperity, which seems to be growing a shit ton of opioids to sell as drugs
>those are also the big twists near the end, so throughout the game you just hear muh traditions/muh prosperity
>funny joke end has you sit at a dinner table for 10 or so real minutes like the dictator asked you to while he went to go do something, you do the thing you were originally there to do, then go pal around shooting guns off screen as the credits roll.
