If you're still looking for the last few costumes, all of the different canned drinks, chips, and chocolate bars count as different food items. I didn't get Mexican Waluigi until I specifically got the spicy chips.

Same, I figured out the unlock requirements pretty fast and then realized you could get every food item just by warping between 4-5 courses. It took way longer to get all of the minions because the only way to unlock them is to wait for somebody to use Kamek, get hit by his attack, and pray to god you turn into a new minion instead of a recycled one

To be fair, Yoshi's is very regional and doesn't serve the same menu at every location. Some locations only have milk.

Yoshi has only the highest standard, plus custom builds their menu per clinetelle of the established region.

Depending on the character, specific foods will also unlock new costumes but it depends on that character having a costume corresponding to that specific food.
Mario has the most costumes with 9(or 10 variants if you count his default outfit), with Luigi, Yoshi and Peach just behind him.

Obviously if you pick an NPC character like cow or goomba that doesn't have any costumes, all it will do is give you the speed boost.
