The difference between a cave and a tower is you can make outside levels, show how much progress a player made.

Colony ship 1 establishes settlement. Its a veritable paradise planet. Pings go ahead for larger colony ship 2.
In the mean time, initial settlers rapidly mind resources, dig deep. Find alien ruins. Wild life becomes hostile, sometimes warping.
Colony ship 2 finally arrives to witness bizarre explosion. Hardly any damage to anything, but all of the advance settlers are gone.
Colony ship 2 and its passengers are now stuck in orbit, deplying hunters to the surface to figure out what has happened and somehow make things safe - or else the passengers and crew of Pioneer 2 are now permanently space faring people.
The core design is identical.

they're literally just boom towns (no pun intended)
it happened all the time in the US, you'd have someone find a big vein of gold, silver, coal, oil, etc and an entire economy would spring up around it for workers, housing, food, shipping, etc
dungeons are a natural resource that workers (adventurers) go do dangerous work in to extract resources that can be sold and most of the time monsters never leave the dungeon so it's pretty safe
frankly i think i'd rather live in a dungeon town than a coal town

If I cared more, I would have talked to more NPCs and uncovered the story naturally.

So, yes. The game is to blame, but it is a positive design choice. Not everyone needs to know what the story is. Some people are just bloodthirsty mercenaries. They don't care what your National plight is. Just offer them the right price to kill your adversaries.

It's fiction so anything goes but that wouldn't be very plausible. Commoners and craftsmen aren't fit to survive in such environments.

From what I remember the game tells you that most of the floors were added by the clergy which steadily got more deranged. And that was probably before they dug into a system of caves that leads into literal Hell or whatever that is so they made like 5 more which isn't that huge.
