It has some issues as far as enemy and boss design goes but in terms of gamefeel, tone, and story it's a 10/10. And yes the story is the best in action games, including MGR.
is it normal for action games to have basically no encounter design?
everything I've seen of DMC3 or NGB is just enemies in a bowl or box-shaped room, unlike a game like RE4 for example

That's not even the main issue of 3/the DMC series in general. DMC gives you a huge moveset but nothing to fully utilize all/most of that on. The only good fights in the series are Vergil 3 on the hardest difficulty and Credo in 4. Every other fight in the series suck shit. Imagine in Tetris if you only need to spin the blocks once or twice per game. Imagine in a racing game if you only need precise drifting twice per race. Being given a toolset with nothing to utilize the majority of it on just feels like a waste. DMC always makes you feel like you're in the training mode of a fighting game, hence the flashy "combat" doesn't feel like actual combat. Meanwhile in Ninja Gaiden Black fights feel like life or death encounters.

Hint: you're not SUPPOSED to be juggling the enemy like in those MAD videos. You can use most of the moveset in natural, organic gameplay. In fact that's what you're going to do normally

Basically the only redeeming thing about the Netflix series was them keeping the obvious crush Lady had on Dante. I genuinely expected them to make her into a butch lesbian.

Nero is a better character than Vergil and Dante. Buster is more fun than what they have, Red Queen revving is more satisfying than what they have. With that said, Ninja Gaiden Black still mogs DMC as videogames because the gameplay is better and fights are actually fights, not one-sided combo exhibitions.

Fights like credo are actually bad because he just gets out of hitstun for free since hes a boss. Real good dmc boss fights are those where the enemy is constantly attacking you and you have to dodge but you can keep up the barrage the entire time. https://youtu.be/m-2cXrNMKU8
