Actual idea: You play as someone on a new multi-species colony that's investigating some sort of incident. No extra galactic big bad, no ancient evil awakening, just regular corrupt and/or inept people doing bad shit. Keep things planetary level at best. Maybe, maybe, have them utilize some scavenged Reaper tech they found after the war to psuedo-indoctrinate people.

If they're hellbent on including Liara, have her approach you and your team after the credits, saying she's been wanting to build a team to handle these kinds of incidents. To send people where they can do good and help out while the Council (or whatever governing body rises up from its ashes) sits on their hands and does nothing to help the people and worlds that need it.
