It's actually been extremely uncommon. I know you're under 25 and got your neo-Bolshevik education that gives you the party talking points, but it's still wrong. They is primarily used for groups and secondarily used for a hypothetical/ unknown person. You don't call your fucking mother a "they". You don't call a dude with a beard in the grocery store a "they". You do call an unknown serial killer at large a "they". But according to society they want us to live in, you're supposed to refer to all people whom you haven't asked preferred pronouns a "they".
