I believe it because I personally was involved with the FFXVI stage play and I know that SE had spent a lot of money on the project wanting it to be a big production and not amateurish as they thought it would open them to ridicule if it looked like a school play.
I'm talking at least $10million was spent trying to adapt the game for the stage.
