This is why we have ganger women and CIA operative looking gals, to fullfill the role of a police force in the more chaotic areas of the outer rim and inside the ark where a formal police or military force wouldn't properly work.
Some of those borg women are pretty effective in domestic affairs, are quite skilled, live longer and can support a bit more stress than a human. Thus we need borg women for some domestic affairs.
