elder scrolls is a very detailed world, with races and gods and demons and magic and a sprawling history. the same ridiculous scenario of a tribe of all female midget headhunters could exist in this world as well, but more consideration would be needed to write them in a way that doesn't violate the established world's rules and boundaries.
good or bad, for better or worse, the last of us' worldbuilding is weak, and that's done as a feature.
