It's a good set up in a few JRPGs and other video games. Sometimes I feel like not every single character needs to go through dramatic or super noticeable character development. Making the protagonist have his shit together (mostly) is a nice way of handling it since it's fun to see a more mature character interact with the characters who need their character development more. Sort of like Zidane in FF9.
And to be fair to Yuri, he does technically go through development but his overall outlook doesn't change dramatically by the end of the game, he's just not a loner anymore. The party rightfully corrects his solo vigilante nature by literally beating the shit out of him for it.

yea Zidane is a good version of this, he's the street smart, cunning rogue, through and through, he more or less is ready for everything that comes at him except finding out he's a weird Super-Weapon made by a world that wants to subvert the world he grew up in and love, but he gets over it pretty easily.

I like that Zidane's character development has nothing to do with any growth of good natures, he already has them all, his character growth is in learning how to grasp for the things outside of his position, to dream bigger, to chase the Princess for real.
