On Switch 2, this type of thing does not serve as justification because you need to access Nintendo's servers even to install physical games on your system. Well, the chances of a Switch being blocked by conventional use are almost zero, so it's not a problem that affects the average consumer.
But anyway, Switch 1, if blocked, will still give you access to virtually all physical games (some won't work, for example, games like PGA Tour, which is always online). But a blocked Switch 2 won't give you access to the vast majority of physical games released. A Street Fighter 6 or Yakuza 0 cartridge is nothing more than a license to download the game from the Nintendo store, and unless Nintendo has changed something, you cannot access the Internet on banned consoles.
So a banned Switch 2 is vastly inferior to a banned Switch 1.
