Burden is on the government to go after these things and prove they're harmful and obscene, and actual minors not being exploited in production tips it in favor of not being illegal. Works like these have been sold in the US for decades with no issues afterwards, so it furthers that point.
Besides, Valve isn't just banning porn games, they're banning literal (already censored) Vita games, all-ages VNs and H-games with the H already removed, like thread related; do you really think they didn't already remove the H-scenes from Nekopara After's Steam build when that is standard practice by now?
