Developers were in the process of learning 3D which led to unintentional abstract environments. The prevalence of fog often set an eerie atmosphere which is heightened by the fact that a lot of early 00s games were already set in dark grimy urban settings.

Yes. That's exactly my point. They portray a world that seems to have an inherent darkness underneath. Maybe because of the tech limitations. Maybe because of those Y2K grungy aesthetics of urban decay. Who knows. In any case, I find them deliciously beautiful. They remind me a bit of Silent Hill.

Don't like to say this but in the case of GTA3 it did not age well. Especially when Vice City and San Andreas were so much better. VC for its 80's miami/scareface vibe and San Andreas for being such an amazing sandbox of fun.
