This is the biggest fuck you in the ending. Them not being able to get Panem's VA back for the full compliment of content is supposedly the reason, but they should have just gotten a sound-alike. I've long considered making a mod to fix this. There should have been 2 branches
>if you did all Panem's quests, and treated her well/spent time with her, it should have spawned an alternative explanation before you undergo the procedure - she knows you're doing something dangerous and risky.
