Its always about the money. Most games need investors. And investors will not give you money if your game is too controversial. Killing kids, rape, racism, extremism etc. If you want truly edgy game you will have to pay all costs from your own pocket and most studios are not made by lucky nepo babies who inherited money from their dead parents.

I don't get why devs add kids in FPS games if they don't want them shot. Either let them be killed and looted like the rest of don't add them in at all.

It's really funny that Bethesda decided kids shouldn't be killable in fallout 3 but Ultimate Spider-Man's tutorial for Venom just went, "Hey see that kid over there? Eat the little bastard."
