here are the key problems:

I guess focus more on the pve so its a raiding mmo-ish shooter but streamline fucking each other up? That iteration of bungie already has a successful one under their belt so its their hot genre.

Just rip off System Shock's atmosphere/feel.
For some reason both marathon and system shock had similar design thoughts on the drawing board.
Marathon released in december 1994, and system shock 1 released in september 1994 right before it.
You can get the blueprint to the feel from juxtaposing both series against each other, or even system shock 1 against system shock 2.
Use some Deus Ex and Cyberpunk for inspiration for good measure.
If you go through this path, make sure not to hold back.
