Basically there's two levels of access when talking about hacking consoles: Userland and Kernel
Userland means you can run your own code in the context of an app/game. You're generally limited in power, and access to the rest of the console. However it can let you start looking for a kernel exploit.
The kernel is the lowest level of the Console OS, and gets you full access to the hardware, (eventually running CFW and pirated games).
