It shows the importance of worldbuilding and storytelling in these types of games. There's a huge difference between the feeling of running across an NCR patrol looking for Legion or Brotherhood and meeting a handful of Minutemen meandering in the middle of nowhere with no real purpose.
The plot was lazy (how do you make what should have been one of the greatest and most emotional plot twists in gaming history so dry and boring?)
The setting was lazy
The factions were boring
