What matters is if they're PUBLISHED by Nintendo. Monolith Soft was more or less owned by Nintendo from around 2006, now they're fully owned by them.
With Xenoblade specifically, the problem with 2 was that they were following the old format of having overseas versions for games, like nearly every Nintendo game pre-Switch including Xenoblade 1, 3D, and X, at the same time most other Nintendo-published games became actually region-free. Xenoblade Definitive Edition onward (actually possibly the physical version of Torna onward) follows other Nintendo-published titles.
