Not only will all 15 obviously be related but any boys are completely irrelevant. Maybe you can catch this early enough in the pregnancy to abort and try again but chances are that unless you're very lucky you probably won't get more than 10 or so new females.
Those 10 females can go through the same process and maybe hit 15 instead if they start at a younger age (but then again you also need to deal with young women carrying children worse and potentially dying if you start too young) but that still only gets you to a population of ~150 women all descended from the same grandmother at which point all viable males will be 65+.
Even if they could freeze sperm to get past the age problem, at this point in gen 4 you run out of donators. By the way, circling back to the start, if you're about to say you can get more than 10 women from the first woman, then even if that's true it just means you hit this problem with running out of sperm donators even earlier.
At this point the originals have all been exhausted genetics wise and you have a population of people all with the same grandmother or great grandmother and with only themselves to breed with. In other words the one woman scenario is only two generations removed from the one man scenario, not enough time to make a real difference. Whatever genetic issues that original individual had (in either vault) will be problems forever after in both scenarios. There's just not enough viable pairs.
The more I think about it the more I think the one man vault might win. The first boy in the one man vault is way more valuable than the first boy in the one woman vault.
