Because most people making retail games, even if they're deluded and tasteless faggots, still generally have some kind of vision, and they want their characters to be taken sincerely, even if not seriously. This persists even without a focus or even presence of story, as a game is nevertheless always a world unto itself. Gratuitous designs like this often don't match that vision, and by themselves are often too garish to prevent becoming detached from the fabric of the game in the process of appealing/pandering to the player.
