You swap Covenants like you swap outfits because it turns out linking builds and rewards for certain character to specific matchmaking roles sucks ass and everybody wants to both coop and invade, which kills any kind of roleplaying potential Covenants had been originally devised in.
The only alternative would be a duall faction that has within several Covenants so that each player can serve in any role, but at that point you are potentially splitting the playerbase
Duskbloods is actually built around Covenants, which is far better than half assing it in Elden Ring
