Did this game release strike you as anything they gave a fuck about? It's the same as every game they have been responsible about re-releasing. They outsource it to some random studio who runs an automated upscaling and filtering algorithm over it and re-packs it for another console.
And now Nintendo even gave them the option for a game key card which costs them even less.
This game, like anything they have published for a very long time, is nothing but greed and has nothing to do with making or liking games anymore.

Okay, so here's the rundown.
JP HD version includes all outfits completely uncensored as they originally were in the Japanese 3DS versions.
Overseas HD version censors all outfits that were originally censored in the Overseas 3DS version.
HOWEVER, the Overseas HD version includes a couple of outfits that were not included in the Overseas 3DS version. These include:
-Dimensional Garb for Tiz
-Bravo Bunny for Anges. Now censored in the same way it was censored for Edea and Magnolia in Overseas Bravely Second.
-Bravo Bikini for Anges. Censored the same way it is censored for Edea.
-Cadet Uniform for Edea.
The only outfit that did not survive is Ringabel's Eastern War Garb, despite the fact that it was previously included in Overseas Bravely Second for Tiz, in a censored form.
