They are absolutely referencing him. Whether or not they are foreshadowing him is another question. It may be the case that all Kremlings have gone extinct and at some point there will be a boss fight against a re-animated skeleton K Rool.

All of the goofy-eyed imagery makes it tough not to believe it. That and Void Kong doesn’t look like the main big bad type, so the actual one has been kept under wraps for a reason.

Headcanon: If Donkey Kong Bananza is a prequel, then it will go as such.

Because it seems Pauline/Donkey Kong want to both reach the core and get to the surface, I think there will be a plot about Pauline thinking she needs the wish at the core to become famous. This is only discovered to be pointless after Void Co gets the wish, where it turns out that they were hired by K. Rool, who now dawns a "fat cat" business mogul attire (fitting with the trend that K. Rool takes on different identities) who seeks to become the ruler of all Kremling kind. They were hired by K. Rool to give the wish to him, but upon obtaining it, they try to use it themselves, before not only getting beaten in, but their company forcefully acquired by K. Rool, with the wish then used to make him King K. Rool, and the last part of the game is fighting your way back up to the surface to eventually face King K. Rool as Pauline discovers that she doesn't need a wish, and can aspire on her own merit.

King K. Rool is beaten with a final punch to his eye by Donkey Kong, giving him his notorious bloodshot eye and officially sparking his Arch Nemesis status against Donkey Kong.

This generation Nintendo has really brought back a lot of older IPs and expanded a ton, just takes time. The fact we're getting a 3D DK the second month proves that.

This is marketing 101, you have to create some mystery to keep people hooked. If they reveal everything before release, they lose their only trick and have to hope people will buy the game. Assuming K. Rool is in, they want to keep that under wraps as tightly as possible, or they want to lead people on with references and imagery related to him, which works just as well.

No they don't.
Birdo can sort of get a pass since that's the joke, then they did Yoshi which is a lot iffier but at least it's still somewhat fantastical, but now we have donkey Kong, a real actual animal laying eggs when transformed into a real actual bird.
