It's the same case as all the meta supports like Ako, Himari and Kisaki. however, out of all of them Rio's buff lasts the longest at 20 seconds, so i don't think its that crucial. The main point, which is skill duplication doesn't disappear, it's only the attack buff and considering you'll be firing off two EXes back-to back anyway, other buffs will likely expire before hers. I'm still using my Kisaki at 3* and although it's a bit annoying at times, all torments are still perfectly fine. So i'd much rather spend eligma balls on main damage dealers and only ever invest in Rio if a scenario comes around where those extra seconds on the buff make or break a run. So far, such a scenario happened with Himari due to her buff expiring a second early, Ako when i simply needed extra atack for the strikers, but not Kisaki and i can't imagine Rio will have a need for it
