Hes much slower and his normals arent nearly as safe to just throw around because your gameplan focuses much more on using your fireballs, while Ryu can choose what kind of situations he wants to put himself in whenever he wants.
Tiger shots deal more damage and have more pushback than hadokens, and he doesnt have a tatsu but another move for pushing people away from you in tiger knee.

Probably a way to get it in there without giving him too much in the way of mobility since he was designed to be slow. Then when they had to give him a move that actually moved him forward they had to come up with Greenhand instead; notice how Hugo's lariat is basically exactly what you'd consider one. More games need to copy the point-based system of Fighter's Destiny in some capacity. Insane how only those two games really did it and the sequel wasn't very good; one of SF6's Extreme Battle modes is one that counts Knockdowns instead of Damage but the game isn't balanced around that from the start.

Characters whose names start with A got a boost from people picking them quickly to get the rewards, hence AKI winning by a landslide. Also seeing E. Ryu, Karin, and Ingrid all in a row just outside of Top 10 above all those other characters is sad, at least Menat got a rightfully high placement after being near the bottom of the 2017 poll due to being just a few months after her release.
