International spooks are using new neural interface to make templates of their greatest soldiers and imprint them onto clones or brainwashed people(?) They then fight in a simulated battle royale(?) There's also a story with the mercs from bo3 multiplayer that goes nowhere. Then they dropped this storyline entirely after warzone started printing money

Whole story takes place during the Cold War with fan favourites from Bo1. Kind of diverges, but still makes sense in the overall story, Now they're stopping a rogue soviet cell from detonating nukes in Europe
