Japs are usually about 20 years behind on where things are in the US. But also the last US President that wasn't entirely despised by at least 50% of the population for some reason or another. Even though Ashley's dad was supposed to be analogous to George W Bush (the 'conservative mind' Krauser mentions) who was actually President in 2004.

Capcom isn't big on bringing back guest or side characters no matter how well received they are. Billy, Carlos, Sheva, Ashley, Helena, Moira, etc. We'll likely never see any of them again.
