Some pieces take multiple slots like a one piece dress that overrides the leg slot. There's over a 100 costumes since there are 568 cosmetic pieces and an outfit is at most 5 pieces. When they announced the game they announced the mobile game and the console game at the same time so when they were making assets they made them high quality for the console version and then downscaled them for the mobile game instead of needing to make everything twice.

The mobile game was monetized through selling costumes so there were a shitload of them made and the console game just turned them into loot you find and get as quest rewards. It also had a really good dye system that let you change every single color that a cosmetic had instead so they weren't just selling recolors.
