Golem limit is just a minor consistency hit, but yeah it doesn't do much at all considering one of the big strengths of the Millennium engine is that it doesn't really have any bad draws. It just means you'll have to deal with those cards slightly less often, but doesn't really make them worse to put in your deck to hope to draw them.
It's the starter that Millennium Ankh decks least care about being limited hit though. Both Snake Eye and Crystron are more likely to play Golem at 3 than Ankh is.
