Hair/eye color isn't really an identifier, those come in the wildest combinations. Most characters are just drawn in a way that doesn't tell you anything about their ethnicity unless the artists deliberately want to add some identifiable features. It's not weird to assume that they'd just think that those characters belong to their own tribe, especially if they've been created by them.
But then you have the nips who will get """western consultants""" for their character designs, and you end up with shit like SF6's Kimberly, where you get an """inclusive""" character with clear racial features that goes so overboard that you could just stick a bone through her nose and put her in a early 20th century cartoon about tribal niggers.
