Radahn didn't support Miquella's plans, that's why Miquella ordered Malenia to invade Caelid. Radahn always resisted Miquella's control, and the chains on his arms in the DLC likely represent Miquella's attempts to control him as well. Miquella rushes out of the gate when Radahn's soul starts awakening more, so he's desperate to prevent Radahn from breaking free, and the most intense the fight, the more Radahn's soul will awaken until he either kills Miquella or the respective opponent kills them both first.

I think the Radahn chains are there to keep Mohg's omen body contained. They're wrapped around the same place that the horns are protruding on his arms.
