I'd say as far as things go, Ceroba is pretty bad but her intentions were good and is willing to do a lot to save her own kid, she even goes all out and fights during a Justice route.
Toriel literally cancelled her plans at the church, didn't warn Kris, it started to rain and didn't even care where he child was.
She was so bad that even Susie, who thought Toriel was the goat (get it) had her opinion of her completely shattered.
If my child was out during the rain I would either know where they are or I'd be searching for them, no matter how "safe" the neighbor is: what if he fell into the lake or some accident happened?
