I think all he meant is that Duke Nukem was unapologetic to use his kind of term, that the game series just did what it wanted and made fun of everything including itself. It embodies the punk spirit as it were.
However I have no faith at all that he'll actually capture what makes Duke Nukem cool, which imo is that alongside the edgy jokes and vulgarness was a genuinely good guy that wanted to save people. Even Duke Nukem forever as bad as it was understood at least that, but my money is on him missing the point entirely and just making Duke Nukem a hyper masculine egghead who just spouts one liners without context.

i kind of disagree. there's enough meat on the bone with aliens attacking earth to tell a fairly straightforward action story. i would go the opposite way of portraying duke as a has-been and have him be an over the top force of destruction, nuking alien motherships out of the sky, getting so juiced he tears aliens apart with his bare hands, etc

Duke Nukem is the chad meme in person, he's the zero percent body fat masculine man that all the babes want to be saved by and that all the men look up into his world. He's a good natured narcissist with crude humour who can actually back up the threats he makes.
Turning him into a fat uncharming retard who ignores when the world is in peril just to stuff his fat face would change the entire character and make him utterly pathetic just like it did for Indiana Jones and Luke Skywalker.
