She is unironically my most wanted character for Tokon. I feel she's a perfect fit for it, both in terms of her powers/fighting style and her general design/aesthetic lines up with a lot of ArcSys's design sensibilities.

I feel it really depends on the size of the base roster. It's a 4v4 tag fighter, so I could easily see it being kind of big, like around 32 or even 36 (equal to base MvC3). I know they're vastly different genres, but Rivals had 33 at launch as well. In the case of a 32 or so character Marvel roster, I could easily see Magik finding her way onto it, especially since they'd probably want a good percentage of the roster to be female, Xmen, etc, and she would be very unique among the roster. They also want a good number of characters who have never been in a fighting game before, which she hasn't been in.

I think if they end up getting to 40 or so characters, I think she's 100% going to be in. Her moveset pretty much writes itself:

I feel she was always a meme character people who knew comics would talk about. I think SG would've been really popular before Rivals had they not cancelled the show, at least they kept the actress cast to play her to do the voice in pretty much everything she's in.

I knew who Jeff was before Rivals was announced because of seeing the comics get posted online and thought he was a cute little guy. Luna was really the only character I never heard about before Rivals.

I could see the roster looking something like this to be honest with 32 at launch. They did say this game has been in development for a long time and probably won't be out until at the earliest the spring of next year.

My only issue with that list is that there aren't many street level characters. We clearly see Daredevil/ Matt Murdock in the window of his office in the trailer. I think it would be a huge waste and mistake to not have him in, bro never got the chance to be in MvC.

I used to have one when it was like 32 characters, but I wanted to be conservative and stick to 28-ish to be safe. And well, I thought making you buy each member of the FF was a bit much, while most street level heroes aren't as team bound.
My Street Level team if I remember right was
Spider-Man, Venom, Moon Knight and Blade. You can probably swap out Venom for Punisher. I'd also probably swap out Strange for Scarlet Witch and add Quicksilver.
