How much of a difference does using an old CRT TV make when playing retro games? What console gen is the cut-off for them?

Old TVs give you that nostalgic quality that filters can barely emulate. If you got one, you should use it to play Brandish 2, Earthbound, or some Deltarune

A lot of the time it really depends on the game. That's a cop-out answer, but it's true. In general I wouldn't say it's worth going out of your way to get one unless you really love playing some Ristar or some shit

I assumed that any older games that use sprite based graphics are worth it. So anything past sixth gen is spotty.

That's like asking how much better a turntable is than a modern DAC in your PC
apples to oranges

Mostly motion quality and actual color output.
If you're too poor for OLED, get a CRT because LCDs are just almost black & white blurry motion shit.
There's also the events of "sprites that look cooler on the TV" and all that, but it's not as important.
