Gen I is mostly a series of item checks, not story flag checks, which lends itself to a fairly open structure. There are some arbitrary story blocks, but they're primarily near the start of the game and really thin out after.
>Meet Oak right before Route 1 (story)
>Choose starter (story)
>Battle rival (story)
>Get the Pokédex to get past the old man (story or item?)
>Beat Brock to go to Route 3 (story or item?)
>Choose fossil (story)
>Get S.S. Ticket from Bill to go through the burgled house (story)
And it's pretty open from there
Even rival battles are based more on locations you reach for the first time rather than having defeated your rival sequentially

Imagine if they had just fucking programmed fucking different parties for the gym leaders and different levels for the other two paths based on your progression. They game could have actually been somewhat fun.

No, gyms 3-7 can be challenged in any order. In Gen II, you can challenge 5-7 in any order. Personally, I think this is a little overrated for the series when you aren't given much of a reason to deviate from the "official" order. Imo, only the freedom between facing Koga or Sabrina first is done well.

Route 3 is blocked by an NPC until you beat Brock
Route 9 requires Cut, which requires getting HM01 from the sea captain on the S.S. Anne, which requires going to Bill's, and also requires beating Misty. If you use Stadium 2, you can skip the ship and Misty by transferring a drink, allowing you to go to Saffron City immediately
Vermilion Gym requires Cut which requires beating Misty, or Surf which requires beating Koga
Celadon Gym requires Cut which requires beating Misty
Cinnabar Island requires Surf to reach which requires beating Koga, and also requires going into the Safari Zone to get HM03
Viridian Gym requires beating the previous seven Gym Leaders as well as Giovanni at Silph Co.
Route 23 is a series of badge gates which require beating every Gym Leader to completely progress
