Yes and no. Mundus is Shor's realm of Oblivion, except it's not a realm of Oblivion because Shor is not Daedric. Also, it's mainly Shor's realm but it's also overseen by the other Aedra. Either way this in no way justifies Dagon being able to invade. It's literally like saying "Your house isn't a house, it's an apartment! Since I have an apartment too that means it's rightfully mine!" Shit is retarded, but that's also because Dagon doesn't actually care or believe any of this he just wants to meaningfully change the world.
