Is there an actual genetic quality that separates the creativity of japan from other countries or is it just cultural? They seem to have more reverence for classic games than anybody else too.

Japan's creativity comes from copying what others do first. They are the worlds best imitators.
It's not genetic, but it is built into their culture, and even in their language - they have 2 alphabets, one is literally used solely to write words that they steal from other countries.

Miyazaki hasn't made a great movie since 1997 and even that one falls apart in the third act.

They do have films, Kurosawa is dicksucked everywhere. Though I'm really not sure why, I was on a Macbeth binge and Throne of Blood was incredibly mediocre compared to the western adaptations.
As for Literature, I'm only aware of Tale of Genji. They also have literature - you know, Mishima, Akutagawa etc. Haruki Murakami is awful btw.

Just to name one I personally care about: classic cRPG (Black Isle stuff) were all made by americans, back when they used to understand how to handle european fantasy, and politics hadn't rotted the industry.

Well, you know what they say, he makes mad films.

In simple terms, people can either make art first about the craft itself, or about themselves.

Obviously for you to care about "the craft" you have to care about tradition, history, legacy, iterative knowledge etc. You have to know that art truly is something akin to a science that can be learned, developed and demonstrated. You can't break rules without knowing them, that sort of thing.
That's an understood implicit quality of some people.

For others, they only care about the present and themselves in the present and what they feel and want right now. Art is therefore just a masturbatory tool for "me", whatever "me" is.
It goes without saying that in nations and culture without any real foundation, and who are obsessed with image and posturing, the art they make is shit.

I feel like we have a voice actor strike every fucking year at this rate because dub actors are not treated on the same level of celebrity talent as japanese actors. How can we even be consistent if we're just hiring whoever the fuck we find that isnt part of a union?
