The casuals aren't going to buy a PC that they will spend 4000$ just to upgrade it every 2 years. The whole point of a console is that you can just start the game and that's it, you don't have to upgrade it or get involved in hardware engineering just to make some grass look more realistic.
So PC is pretty much not even an option, it's between PS and Xbox, and the latter is dead.
