Are there any tactics RPGs that actually reward skill, strategy and tactics, instead of grinding and using broken strategies that aren't even hard to figure out?

Together in Battle is pretty good.

Milsims are the epitome of titles that only pretend to be videogames but in reality they aren't, especially since most of them are sandbox or have AIs and game mechanics unrelated to how realistic everything is that are absolutely dogshit. And i do like some of them, Silent Hunter 3-5, Cold Waters and Uboat for example but they have an actual end and they aren't generic as fuck like all Arma clones are

Pokemon conquest i guess? The game does rely a lot on abusing stage hazards
