Everyone says how Persona is now mainstream but I think Metaphor is proof that those games are still a bit of a niche and Atlus will struggle to recreate, let alone surpass the success of P5.
P5 was very much astroturfed by youtubers. Many games in that genre are one off experiences

All jrpgs are niche now. Xenoblade always ends up hovering around 2M sold too.
Persona and Dragon Quest are the only games in the genre that break through the 2M wall consistently anymore. Expedition 33 has outsold every other franchise besides those that's released in the last decade.

2 million units for a game that took like 7 years to make is not good at all. And dont come to me with that "BUT MUH NEW IP" bullshit. This game was shilled EVERYWHERE like "from the creators of persona", and persona is an established franchise.
In fact, the thing with persona is that its popularity changes depending on FF, lol.
Sometimes, Atlus are king of JRPGs, very popular and better than FF/SE in every way, right? Then, their games sell like 1 million and thats it, but then you claim it is "just atlus". So which one is it? are they kings or not?
It took like an entire year and multiple platforms to sell lower than FFXVI on one platform. Imagine that. YoshiP was right, turn based dont sell.

That being said, I care more about the quality of the games and Metaphor is certainly a mediocre game. It had the right ideas and concepts, but the execution feels like Atlus was like "but we only know how to make persona games" and hamfisted it with badly designed mechanics (the job system) and social links that are important gameplaywise but it affects NOTHING in the story
