The Japanese games industry was in an actual crisis. They had so many issues transitioning to HD development and many big companies almost went under.

Of course, with Ubisoft on the verge of bankruptcy and so many Western studio closures, it is looking like the Western industry is facing a similar issue, but it is mostly due to cost of development instead of losing all of their customers. They spend 3-5x as much on a game and expect 3-5x as many sales but it is not like 3-5x more people are playing games.

Score attack generally isn't how you should play through a game on the first round either.
You learn the ropes, and then do another playthrough to try and improve your skills.

That's something I loved about Rockman 4 Minus Infinity, the first time around you'll die a lot, but it's a spectacular and challenging experience, and you're encouraged to try again with the "hero score" system.
It never feels poorly designed, conceived, or implemented, it just feels overwhelming at times because of how aggressive the boss patterns are, but that's largely true for all of the Mega Man games.
