Fontaine's meteoric rise in power initially impressed Ryan. Then it made him nervous. Then he started looking into where Fontaine was getting his capital. Fontaine was always able to dodge being arrested until Andrew Ryan betrayed his principals by seizing Fontaine's businesses. Fontaine is presumed dead, the friendly "Atlas" appears, Atlas stokes the rage that was already brewing against Andrew Ryan to ignite a war against him, and Andrew Ryan betrays his principals for a second time by using pheromones to enslave the Splicers into working for him.
