Once the cutscenes are put in the game the length is padded, they can market the game as being X hours long without making them unskippable

probably not, the effort to write and create a high quality fully animated voice acted cutscene with sfx and bgm far exceeds the effort to create 5 more minutes of gameplay.

They exist for storytelling purposes. That said, making them unskippable is a sign that the dev is absolutely up their own ass. Either that, or they don't know how to implement a skip function and therefore are incompetent. Likely the former.

Sometimes they are to disguise horrendous loading times.

I'll take a cutscene over a forced walk&talk section to mask load times for the next area. It's more aggravating on modern systems where load times are basically non-existent, so you're literally just wasting my time.

The only thing worse is a game which has coop but every player must play far enough into a level to see the unskippable cutscenes for themselves before they can enter another players instance (who has also experienced the shitty cutscene for themselves) and finish the level off together

Anything instakill is bullshit, especially if it makes you respawn somewhere else entirely - forcing you to travel over to the "instakill section" again just to try and most likely fail over and over again.
