You could argue that every sequel is unnecessary if its not reasonably a part of a purposefully made series, but at that point, you could consider it a part 2 and get into semantics and weeds.
Since we know that the creator has a history of disliking unnecessary sequels unless it can thoughtfully expand upon the original work presented, its completely justifiable and arguable that a sequel for Death Stranding will have purpose and a reason to exist.
