It was for me. I've spent the last decade with 2 1080p 60hz 23.8in and I finally swapped them out for 1440p 170hz 27in ones and it's been a huge improvement.
One actually arrived before the other so for a day I had the 1440p one beside my old 1080p and the difference was extremely telling.

Price is the only real gripe you have on that list. And you should of course have that gripe, prices are ridiculous and low end keeps getting refreshes of 5 year old cards.
But today's cards up to the 5080 are extremely power efficient, and you can further drop them to like 70% power draw and barely lose FPS. Buy a two fan 4070/4070S/5070/9070 and it's small too.
CPUs are more efficient than ever, thanks to AMD's X3D's.
Monitors aren't CRT power hogs either, which were easily over 100W, now a flat panel is like maybe 30W.

Only once you go completely overkill with like a 5090 and an Intel moar power 14900k does the power usage go retarded.

I've owned both Nvidia and AMD cards for the past near decade, and the RX9070XT is the first AMD card I'd wholeheartedly recommend if you can get it near MSRP. I'd only get a 5070Ti instead if it's noticeably cheaper.

Yes. FSR4 is good. With access to DLSS or FSR4 there is literally no reason you should ever use baseline TAA or old FSR ever again. If you're forced into a scenario without DLSS or FSR4, get XESS. If it's a game that doesn't have any of these, then it's an old game or a graphically uintensive game so you can just supersample it.
