Old school RuneScape, and it's not even close. I hit 99 WC and felt super accomplished despite 90% of it being spent clicking a Red Woodtree once every 30 seconds while watching YouTube videos.
And btw, statically it was about exactly 90% on Redwood trees. They require 90 WC which is like 1 - 2 mil XP and 99 is 13 mil XP so the last 10 levels are 90% of the xp. But you get xp much faster at those levels

OSRS or retail WoW are probably the best 2 options here. There's a 1-button rotation option now for casuals and there's an insane amount of shit to collect from the old expansions.
